MANCO INCA

The Inca Manco Inca, was the Indian noble Resistance began to Vilcabamba in order to expel the English and rebuild the rule of Tahuantinsuyo. Although he initially supported the invaders and faced the General Atahualpa (Quito), then was deceived and betrayed by Pizarro who, after his coronation "symbolic" in Cuzco, decided imprisoned and subjected to humiliation that triggered the anger of the Inca Manco Huaynacapac heir.

"Manco Inca succeeded in that goal primarily because Mascaipacha girded in the middle of the usual ritual, with the presence and recognition of several curacas and many members of the Inca elite becoming this how the new Inca ruler ... "

"Manco position soon proved paradoxical, if on the one hand, continued to appear in the eyes of his subjects as the son of the sun and received the honors and veneration traditionally reserved the Inca, the English on the other side, devoured by the gold rush, the worst humiliations inflicted on him. Government fails to fulfill goals of the National Agreement on education

Taken Education Forum, July 23, 2010

Patricia Arregui, a researcher at Group Development Analysis (GRADE) noted that although the government promised to meet the goals established in the National Agreement to increase the education budget to reach 6% in nominal terms but sees growth in absolute terms is very little.

Speaking at Hablaeducación Debate program, produced by Educational Forum, the researcher said that the figures show that Peru invests in education the student achieves only a quarter of what neighboring countries spend.

added that this is due to several factors, including the low spending power installed and the same budget process with a trend towards investment, it ends up being harmful.

"You have to spend more on education, but also control how and where expenditures are made, because there are areas where people are not providing coverage, one-teacher schools that need to be strengthened," he said.

On the other hand recognized that there are important advances in rural schools, public schools, but there is still a huge gap between each other which can only be closed when there is further progress. For

It questioned the lack of a policy that promotes equity in education, a topic that has not been said in the center of the government's concern for reasons of economic policy and its firm conviction that the best policy is equitable economic growth.

Arregui said that progress has been made in education are the result of action footage on the fly to address weaknesses found in the path, following lines of action that at one point could have an impact on the quality and equity of education.

project with many flaws

Taken Education Forum, June 25, 2010

Néstor Valdivia, GRADE researcher noted that the municipalization of Education is a project than a reality, despite the pilot plan launched by the Ministry of Education.

Valdivia said that there are problems both on the part of the proposal, as the implementation of this plan, which is not den has allowed major advances.

He said that has not really done a pilot that will serve to prove it works o not. "There has been a design experience that municipalities can do this can be done," he said. The investigator said

that failures and problems have been generated since the project has been driven through a regulatory disorder, which is a legacy of the first steps taken in this way back in 2002.

A third failure of this plan is that it has placed greater emphasis on the administrative side that is easiest to do and the teaching is left for later, because it is more difficult to achieve.

The fault also lies in making a uniform and that is a serious problem because even though the model is valid can not think that all municipalities in the country are equal.

Meanwhile, Fanni Muñoz, Associate Education Forum said the biggest problem of the Pilot of Education has been a more flexible accreditation process that required municipalities to have the conditions for participation in the next step.

explained that this is a process that consists of three phases and should be in the expansion phase in 2010, if progress is to validate the initial stage.

However, he said, it was only in 2009 has initiated the administrative transfer and budget documentary.
With these changes, he said, have not been taken into account the minimum conditions to be met by municipalities receive teaching skills developed within the framework of this plan.

About 190 million soles government transferred more than 1800 municipalities, said this applies to all districts that have requested to participate for the first time in this process and not just the 35 that are accredited for the next stage Pilot Plan.

What the Americans have allowed scientists to tell the public about the disaster in the Gulf
Translation Trinity Ground
What you will read, is what scientists in the United States can not tell for fear of the Obama administration.
are under threat of severe repercussions. Scientists confirm these findings and calculations on which you can not read a signature for that reason, but want to be known throughout the world.
Take a map of USA and is at least 50 miles (75 km) of land into total destruction around the Gulf of Mexico.
The carnage in the United States is so awesome, that will leave you breathless.
Though scientific estimates are going to read it closer, even minimally to the truth, throughout Florida will be completely destroyed, and any and all who live there.

Summary of what is happening
crude output to a super high pressure beneath Earth's crust and releases between 80,000 and 100,000 barrels a day.
The flow of oil and toxic gases being released with it rocks and sand, which causes the flow to create a sand blasting effect on the device of the wellhead now, somehow, is preventing the output from the flow and the well itself in itself.
As the head wears well, widening the passage allowing increased flow. Even if you are able to place a device at the wellhead, it can not block the flow of oil because what is left of it will not be able to contain the enormous pressure.
The pipe from the well head was originally 2 inches thick. Now might be less than 1 inch thick and wear each passing day. Oil has already reached the Gulf Stream and is entering the ocean current that is at least four times stronger than the current in the Gulf, leading oil worldwide in 18 months.
Oil along with the gases, including benzene and many other toxins, is removing the oxygen in the water, which is destroying ocean life. In addition to the oil along the coasts, marine life will be many perish, etc. All that must be collected and removed.
NASA video showing the evolution of the spot of discharge expectations

At one point hole dug in the earth will grow below the wellhead to weaken the area over which it comfortable rest. The intense pressure in the crust will push up the wellhead allowing a direct output of oil without restrictions.
continue aiumentando hole size allowing more and more oil can get out in the Gulf. After they have been released a few billion barrels of oil the sea, the pressure inside the giant cavity below the ocean floor will begin to normalize.
This circuit honoring the abundance that water, under intense pressure to a mile deep, go to the hole in the bark and the cavity where the oil was released. The temperature at that depth is around 400 degrees, possibly more.
At this temperature, the water is vaporized and returned to the stream, creating a huge amount of force, which will raise the floor of the Gulf. It is difficult to estimate the amount of water that moves under the bark and therefore can not fully calculate what level of uplift of the seafloor. The tsunami wave
this will in any case, will have between 20 and 80 feet tall, possibly more. Then, the sea floor will fall on the camera that is now vacant and thus seal the hole nature.
Depending on the height of the tsunami, ocean debris, oil and existing structures that are trapped at the coast and inland, the whole event will leave between 50 and 200 miles of life disappeared into the costs. Even if the remains are cleaned and removed, the contaminants remain in soil and water supplies will be completely impossible to the repopulation of these affected areas for a number of years descononocido. FL News Service Source: The original source is available now item but the origin of the article may be consulted: here and here (Global Research published this article and is now unavailable for unknown reasons but the same article is available in rense.com ) really creepy. But something in my gut tells me that indeed the picture could not be more terrifying.
The news last professional talk about the situation there that BP is already releasing dispersant (Corexit 9500) by spraying over densely populated cities and towns in the region and that BP has hired the security company Wackenhut to be free "zone" of onlookers and journalists who come to know the real situation there. An audio reports on this;
On the other hand has been reported that has been enacted Alert Martial Law in the Gulf of Mexico. Due to the toxic gases coming from the oil well, the spraying of highly toxic Corexit 9500, acid rain and various forms of environmental damage, many believe the government will have no choice but to relocate millions of people away from the Gulf of Mexico.
Those who live in Florida now are those who are at risk higher, but the damage extends to Louisiana and the eastern half of the United States once it starts the hurricane season.
Some estimates say 30-40 million people who need to be evacuated from the Gulf shoreline (at least 200 miles inland).

Forming entrepreneurs: the impact of business training on microfinance institutions and their members

The academic and policy debates about microenterprise activities often focus on credit constraints, assuming that business is handled optimally given those and other restrictions. The entrepreneurs, however, rarely have formal training in business management. For its part, a growing number of microfinance institutions (MFIs) in Peru and the world, seeks to build human capital for these entrepreneurs to improve their living standards, contributing to its mission of reducing poverty. Using an experimental design, this study measured the marginal impact of adding a component of business management training to financial services program that serves women microentrepreneurs in Peru through the village banking methodology. groups received treatment for a period of one to two years, training sessions of thirty to sixty minutes during the regular meetings, weekly or monthly, the village bank. Control groups remained as before, to meet with the same frequency, but only to make loan payments and savings deposits. We find evidence that the program improves knowledge of the entrepreneurs about good corporate governance practices, but the effects on key outcomes such as income, earnings or employment levels in business are invalid or not at all robust. However, the retention rates of the members in the IMF do increase significantly.

Disappearance in Mexico

Case: Edmundo Reyes Amaya and Gabriel Alberto Cruz Sánchez

Missing in May 2007 NATIONAL DAY AGAINST
DISAPPEARANCE IN MEXICO
Request for signatures for delivery : Detention - Disappearance
Puebla, May 23. The DISAPPEARANCE PEOPLE is a crime against humanity punishable under Article 7 of the Rome Statute of the International Criminal Court. Mexico has signed it would put legal instruments, such as: the American Convention on Forced Disappearance of Persons and the International Convention for the Protection of All Persons from Enforced Disappearances of the United Nations Organization. In the Mexican Constitution Article 22. He says: "Punishments of death, mutilation, infamy, branding, whipping, beating, torture of any kind ...."

However, in our country these outrageous practices are followed underway. Such is the case: Edmundo Reyes Amaya and Gabriel Alberto Cruz Sánchez, social activists disappeared by elements of the Federal Army and police forces in the city of Oaxaca on May 25, 2007, and are facing jail illegal, inhuman, degrading and torture as a recurrent way it has done with those facing detention and disappearance, flagrantly violating their most basic human rights such as the right to life and freedom. The newspaper reports, documentation of various human rights NGOs and the Commission of Mediation (Eat), confirm unequivocally that are the federal government and state of Oaxaca directly responsible for his arrest and disappearance.

In the same year were arrested and disappeared human rights defender Francisco Paredes Ruiz, Lauro Juárez (Indian Chatino), Daniela and Virginia Ortiz Ramírez (Triqui communities in the region).

The forced disappearance as a state policy has two characteristics: for political reasons, which applies to all social activist and opponents of the regime, and for social reasons, that in this, the federal government seeks to disguise to evade responsibility for institutions and the Federal Army framing them under the concept of "uprisings" no intention rescue.

Enforced disappearance on social grounds is supported by the policy of criminalizing poverty and popular protest. So far the current Calderon administration are more than four thousand cases of enforced disappearance, more than 22 000 people killed, including students, human rights defenders, peasants and indigenous leaders, social activists.

The institutionalization of a military-police state under the pretext of combating organized crime is a reality we have the Mexican people. With the army and federal police on the streets has increased and intensified repression and security policy unconstitutionally overreaching jurisdiction soldiers and police, with which the State grants impunity to the perpetrators and masterminds of these crimes.

In our collective memory does not forget the cases of enforced disappearances, extrajudicial killings and torture in the years of the dirty war with the student movement of '68, the corpus Thursday June 10, 1971, with the indigenous and peasant massacres in the 90's and Chenal Acteal, Chiapas, in the Pool and Aguas Blancas, Guerrero, in the six years of Fox: the slaughter of cold water in Oaxaca, the murder of the Defender of Human Rights and Digna Ochoa Placido in Mexico City, and so far the government Felipe Calderon of the existence of more than 500 political prisoners and prisoners of conscience who have been subjected to physical and psychological torture and forced disappearance cases found among those above, and, extrajudicial executions in 2007 of: Hilario Benito Navarro Guzmán, Francisco Pérez Ramiro Mendoza, in 2008: Agustín Alfaro Calvo, Ramon Vazquez Celestino, Lorenzo Fernández Ortega, José Gómez Estrada, Miguel Ángel Gutiérrez Ávila, in 2009: Roblero Abarca, Raul Lucas Lucia, Fermin Mariano Matías; in 2010: Joseph Reyes, Beatriz Trujillo Alberta Darling and Jyri Jaakkola.

In the collective consciousness of our history still echo the militant voices of mothers, fathers, brothers, friends and colleagues claim the live presentation of all disappeared, than facing terrorism and state violence, overcoming fear with courage and courage responses caused hurtful, dehumanizing and negative about the whereabouts of their relatives. Nobody, anywhere in the world, deserves to suffer as punishment of the crime of disappearance detention.

To the protests of Latin America live presentation was twinned from the Rio Grande to Patagonia, a cry toured the Continent: Living were taken, alive we began International Week of the Disappeared, the posters and banners with pictures of victims of enforced disappearance spread throughout America and the world, the month chosen was May. In some places the demand of the people has paid off, the fascist generals are in the prisons of Argentina, and justice need to popular demand will spread to other countries. Require

live presentation of the disappeared today is to preserve life and liberty of our relatives, brothers and friends in the future, is to help democratize our country, for which no citizen can remain apathetic to this demand for justice . Sincerely

not forget, not forgive, reconcile us not! Living

took them, alive we want them!

For a General Amnesty Law!

The live of all the disappeared!

Freedom for all political prisoners and prisoners of conscience in the country!

No criminalization of social movements and human rights defenders!

Why Am I Blpwing My Nose All The Time?

Chiaroscuro: child malnutrition situation

Article published
in Trade, Monday May 24, 2010

By Eduardo Zegarra

The INEI recently presented the results of the DHS, demographic and health survey household, in 2009. The survey records that in 2009 23.8% have children under age 5 with chronic malnutrition rate is 27.5% lower than 2008. This is good news for the country, but should be considered that there is an inertial tendency to fall in this indicator by the decline in the fertility rate of women (especially rural), and the fact that children between 4 and 5 years of the previous year (2008) out of the cohort of measurement, and enter those between 0 and 1 year, less prone to malnutrition. Not measure malnutrition in children between 5 and 9 years is a serious gap in the national statistics, which should be remedied as soon as possible. But the results are not to celebrate. In today's Peru 45% of children in the poorest quintile are chronically malnourished, and 30% of women in the second quintile. With these figures is even unlikely that Peru will soon go very high levels of social backwardness, less claim to the same results as those obtained by neighboring countries such as Chile and Costa Rica in the region.

The main concern about this is that the Government still lacks a food security policy that protects the most vulnerable. While it is true that the authorities can show some success in macroeconomic management of the financial crisis of 2009, should recognize serious problems to advance important social indicators such as those linked to food. It is crucial that politicians put the power of the population in the first item on the agenda, which should be key issue in the upcoming municipal elections, regional and national. One of the keys is to reform the food programs such as the Vaso de Leche, a vast network of mothers organized around food that has not had much impact on nutritional children.

This valuable program must be leaving the approach to deliver rations expensive, inadequate and poor quality food to children, to move to the use of family bonds aimed at eliminating household food insecurity. Instruments of this type have been much more effective in improving feeding people in rural Mexico (Progresa) and in Brazil (Bolsa Familia). It is also important to establish a food reserve in the national budget to meet the increasingly predictable price shock or short-term food supply problems, such as the recent sugar, where the government ended in disorder directing the limited resources of the Agrarian Bank (A bank is supposed to farmers) to three importers of sugar, not exactly an example of good governance. Hopefully 2010 will not be another bad year for the feeding of the 2011 Peruvian and have better proposals and effective results in food and nutrition.

Uncommon Wedding Readings

attack on the Caravan of Peace (OAXACA)

Two dead, four missing and several injured after attack on the Peace Caravan

On 27 April he was attacked the caravan of peace and observation human rights that led into the Municipality of San Juan Copala in the State of Oaxaca. Around 11:30 hrs. this caravan left Huajuapan de Leon. Around 16:00 hrs. shortly after passing through the center of the town of La Sabana the three vehicles that made up the convoy came to a bend where the road was blocked by two lines of stones. At that time the caravan was about to interrupt their journey and return, and was at that moment when the shooting began from the slope of a hill. Immediately after the attackers, carrying rifles and pistols, and dressed in green camouflage pants, army boots and his face covered, went down the hill without interrupting the attack.

When the attackers reloaded their weapons, some observers out of the van. Shortly after the attackers fell to observers who were still in the car asking "Where's the fucking Omar?". Some of the survivors, the paramilitary group forced them to hike pointers and threatening to others were kneeling for questioning about his relationship with Omar Esparza and CACTUS.

The paramilitary group denied access to the area to rescue the wounded and the dead, while the State Police remained inactive for "no indications State Government. " It was not until April 28 at 9:00 pm, 18 hours after the fact, that the State Investigation Agency entered the scene. During the day there were contradictory versions from unofficial Federal and State Government, as the former Alberta Darling indicated that he was serious but alive and the second had died. It was not until 13:00 hrs that day when the Oaxaca state government confirmed the killing of Alberta Darling Trujillo Center for Community Support Working Together (CACTUS) and Antero Jyri Jaakkola, observer from Finland.

About 15:00 hrs. the bodies arrived at the Amphitheatre Huajuapan Leon and several hours later came the Forensic Services Team. In this site and family organizations came together with representatives of the Embassy of Finland. Alberta Darling's body had a gunshot blast to the back of the head. Jyri Jaakkola's body had two hits in the back and one on the left side of the head. In these moments are missing Noé Bautista and David Venegas, members of VOCAL, Ericka Ramirez and David Cilia of the journal Contralínea.

This brutal attack on a humanitarian convoy evidence of the impunity enjoyed by groups like the Social Welfare Union Triqui Region (UBISORT) under shelter from the Government of Ulises Ruiz Ortiz. Does Jeffree Star Has A Dick?

Farewell

Hello,

Platform for research, created to coordinate with various associations and independent researchers, has decided to stop working, after successfully completing a series of actions in defense of the investigation in Spain.

We believe we have achieved our joint objective, and therefore we will not introduce under this label. Not rule out that in the future re-create another platform, like it or not, if the situation requires research.

Many thanks to all who have worked, and I encourage you to join one of the associations that have been part of the platform:
  • Federation of Young Researchers (FJI / Precarious) - www.precarios.org
  • Association for the Advancement of Science and Technology in Spain (AACTE) - www.aacte. eu
  • National Association of Ramón y Cajal Researchers (ANIRC) - http://www.anirc.es/
  • National Association of Researchers Juan de la Cierva (ANIJDC)
  • Parga Pondal Investigators Association (IPPA) - http: / / webs.uvigo.es / aippweb /
These partnerships will continue to work as usual for the advancement of science, research and the rights of researchers.

How Long Should A Personal Statement Be

The other fifth-grade

Article published in El Comercio , Monday April 5, 2010

By Eduardo Zegarra

The discussion focused on growth continues to dominate economic and political discourse in the country, hiding important dimensions development, such as inequality, lack of job security and the serious food and health problems faced by a huge proportion of the population. One of the paradoxes of this approach was observed in 2008, when the country grew by 10%, but there were more than 1.2 million Peruvians with caloric deficit, ie failure food.

is true that the international crisis is a major issue, but no less significant to assess the implications and lessons of that other crisis, which occurred at the dramatic rise in food prices in 2007-2008, which have not yet returned to their previous levels for many products. The other crisis is being ignored by the current government, which prefers not to see what bothers you somewhat, and has not articulated coherent policies in this regard.

But several figures on the deteriorating food during the years 2007-2009 are gradually appearing in the surveys. According to the DHS, for example, while child malnutrition have fallen of 21.5% in 2008 to 19% in 2009 (a modest decline, but important), when the figure is broken down the entire improvement has focused on three non-poor quintiles of the population, while 40% in poverty has been a dramatic increase in child malnutrition. This is consistent with the increase in caloric deficit of the population in 2008, which has impacted on the most vulnerable households.

The lack of food security policy, although the issue is of vital importance to millions of Peruvians, does not occupy much room in the governmental concerns.

As we reminded President Carlos Amat García at the recent meeting with the G64, it is advisable to further discuss only aggregate growth and global perspectives without putting in front the situation of vulnerable households. These homes, which could be estimated at 40%, are vulnerable because they have a very high relative spending power and are prone to nutritional problems and given the precarious health and lack basic services of a social safety net that limits impacts of economic or climatic shock becoming more frequent. It is time the Government and political parties put aside the blind eye growth (and cement), and focus more on food, education and people's health. More importantly, it is crucial that we seek to generate agreements to implement sustainable policies that promote inclusion and reduce the vulnerability of millions of households in Peru.

the end of high school in six years: a longitudinal study in Puno

This study reports the results of a longitudinal study which followed 304 students from urban and rural areas of Puno. Included students were in fifth grade in 2000 and should be in fifth secondary (the end of basic education) in 2006, when the survey and interview again. be able to return to interview to 76% of students in the original sample, the rest, most had migrated out of Puno, according to reports from friends and family. Of those surveyed, 69% had advanced without repeating, 13% had left school and the rest had repeated one or more grades. On the one hand, the results suggest that performance on a standardized test of math in fifth grade have a statistically significant weight to explain the performance in reading comprehension and mathematics six years later, and the chance to move forward without repeating a grade. In addition, dropout was associated mainly to the need of student work. Overall, The study suggests the need to find mechanisms to support the educational performance of students in contexts of greater poverty and / or reduced performance, while not being discriminated against by the system, they are not cared for in their specific needs.

What If I Take 15mg Of Ambien

Why still needed more than ever, the demonstration on March 6

Hello!

Perhaps when reading news on the Law of Science have you stopped to think, "Well, if you will now have contracts for all and stabilization, and do not know why, since then, and do not have to go the peanuts, I'd rather stay at home ... "

Therefore, we remind you why, more than ever, we need this event:
  1. First, what has made the Government is just a draft, nothing prevents rewriting everything tomorrow. In fact, with the Research Staff in Training, the PSOE FJI introduced him to the draft and, less than a week later, adopted a totally different.
  2. Secondly, the draft Law on Science will be debated in Parliament, where it can be changed from top to bottom. Only if the government and political parties see that there is a strong scientific community and decisively together to claim their rights and assert that "research is the future ", will adopt a satisfactory Science Act.
  3. Thirdly, the Law of Science is nothing without FUNDING. If the Central Government and the Autonomous Ia cut in investment in R + D + i, what serves the law? of what value to recognize the right to move if your school has no money to go to conferences? what good is that reformulate the research staff if there is no money to provide places?
  4. And finally, hopefully all the problems in the R + D + i to be resolved with the Law of Science, which has nothing to say
  • Delays in the resolution of calls (which may exceed 6 months)
  • Lack of a coordinated calendar of aid.
  • English GDP spent on R + D + i is less than half that of Germany, Denmark, Sweden and Finland, ...
  • Thousands of researchers (fellows associated with projects) no contract, no social security, without the right to strike ... Fraud
  • contracts and lack of a transparent system of selection
  • Science policy based on "concrete" and then not have equipment that researchers who use ... Weight
  • increasing appropriations as a funding mechanism
  • Lack of a Covenant of State "to ensure a stable science policy and multi-year perspective

Can I Be Pregnant In Pokemon Diamond/pearl

Tuesday 16 March SOON "LIVE EARTH '10" IN GUADALAJARA ... Getting clean water to five million People Liberation

BULLETIN
Water Alliance, the platform was founded in 2006 by initiative of the English Ministries of Environment Affairs, United Nations, Expo Zaragoza and the Foundation Ecology and Development, which brings together 300 associations, with 50 ongoing projects, presented at the Centro de los Ríos its latest initiative: to make five million people in five Central American countries have drinking water and basic sanitation.

This ambitious project aims to involve Benavente municipalities as one of the pioneers in working with other cities of similar size and conditions, similar to a partnership, advise, support and help these Central American people have the services drinking water and basic supplies. Human right

Enrique Uldemolins, director of Development Cooperation of the Foundation Ecology and Development and Water Alliance Secretariat and Laura Rabanaque, head of communications of the Secretariat of the Alliance for Water explained in the context of environmental conferences inaugurated the Center for Rivers how this platform that believes that water is a human right, not a vital necessity, as at present is considered, which means that governments have an obligation give every citizen access to water and, therefore, citizens can also demand it.

addition to cooperation projects implemented in Honduras, Nicaragua, Salvador and Guatemala, training activities, awareness and participation in networks, the Water Alliance is working on a new program, "Nexos water." Is to connect rural populations between 1,000 and 30,000 with severe supply constraints that come to marginalize the population, and in which women are the main victims. Technical exchanges

English People can help by consulting on line, corporate volunteering and even exchange of technical know other experiences that help to improve public water supply systems. That is where City Council calls for the involvement of Benavente, which would be a pioneer in this line, for which the foundation is in talks with municipal officials.

Presenting Water Alliance is part of the conference on ecology and environment celebradaas Center for Rivers. The center aims to provide the city a few rooms where the ecology and the environment becomes a subject in which work permanently, besides serving as a museum on water resources and its exploitation.
