A bar associations who daily struggle for justice in this country

The Pension Law Institute the State of Jalisco and punish injured about 112 thousand members and their families in the state, it was imposed by decree of the State Congress 22862/LVIII/09 number, dated November 12, 2009, published in the Government Gazette on 19 November of that year in section IV and is effective from 20th of that month and year.

Deputies, with the said Act, the 112 affected members of Pensions and their families of them 19 were from the PAN, 2 honeycomb (J. Guadalupe Godoy and Lorenzo Wood Moccia Sandoval), 1 PRI (Hugo Esparza Daniel Gaeta) and 1 PVEM (Luis Manuel Velez Fregoso). In fact all of the PAN voted in favor, except one absent, all members of the diaper and the Green and a PRI to hold a majority.

Members who voted against were 12, of whom 9 are from the PRI, PRD 2, and 1 PT. There were no abstentions, but 6 Members absent: 3 of the PRI, PAN and 1 1 of the PRD. The data assume that some members facilitated the approval of absence from the meeting.

Workers who were then hauled to support the bill, they remember that the only beneficiaries of this focus on Liberation Square on November 12 for the year ended, it was the state government, the SNTE de Elba Esther Gordillo and who will benefit directly or indirectly to financial, property and speculative to be made thereafter on the savings of workers. Therefore, I urge you to not go with the interpretations of the Law Institute of Jalisco State Pension, or with visible and hidden traps that have the Act in its provisions and the transitional central.

affect them directly

• are ratified for men and women 30 years of service and minimum age 65 years to be eligible for retirement;
• Increase in this year, from 5 to 5.5 percent, to reach 11 point five percent, the contribution of workers, directly affecting your income;
• Increases recovery of interest in all types of loans offered by the institution, then indexed to the interbank rate.
• Tabular Salary is established, which is quantitatively and qualitatively, than the concept of Integral salary that included the previous law (salary, benefits and bonus);
• leeway is given to the directors of the Institute to manage the workers' savings and their performance in high-risk financial projects;
• opens the possibility for the Institute to function as a real estate company, Afore and provider of services to their members, all from the savings of workers;
• The fundamental decisions left to a small number of people, all related to the state government.

What can be done

In the struggle that has been developed against other pension systems nationwide and local experience has shown that it is sufficient to undertake a legal battle in the district courts through the filing of injunctions, but requires organize and protest in workplaces and public spaces against the despicable betrayal of the leaders who approved and encouraged charros this Act and report to Members who have given back once more to those who pay their salaries.

So we must direct our dissatisfaction and opposition to the Act on two fronts, political (meetings, study sessions of the Act, demonstrations, strikes, marches) and in legal appeals against the first effects, can stage extended because not all effects will be reflected in this half of January and there could be differences in the implementation date by the Secretariat, OPD or City Hall. As they are 15 days from the time the worker signed the payroll deductions where they appear motivated by the reform of the Pension Law Institute.

the case of employees of the College of Bachelors, and we served because the payment of the first half of January 2010, appears off the key 178, and specifies that it is 5.5 percent salary.

It has 15 days to lodge an amparo, which begins to run from the 15th of January 2010.

How To Fix Freezes In Soul Silver

Haiti: Strategy for an invasion chaos

The earthquake that devastated Port au Prince on January 12 offers a superb excuse to justify the umpteenth invasion and military occupation of Haiti, held since 2004, but now directly by the main promoters of the occupation, without intermediaries. Reasons, political and strategic, not missing. By the way, serve to castigating the main broker of the current occupation, Brazil, despite the good service in Haiti has not behaved in the same way in relation to the recent coup in Honduras.

What we've seen so far seems to corroborate the thesis that it is preparing a new military occupation, not humanitarian. Several items indicated as friction with the current occupants, the peacekeeping mission (MINUSTAH), UN especially with Brazil, which has the military command, obstruction of humanitarian assistance and promoting a state of chaos, and a media campaign consisting of the creation of an image of chaos and violence that would justify an occupation to the public. As we shall see below, all these components appear to be present.

There is reason to suspect that it is deliberately allowing the deteriorating humanitarian situation in Haiti. For example the known lack of coordination in relief work, widely disseminated by the media. In theory, this corresponds to the UN to conduct such tasks, but apparently it has been disavowed by the United States, occupied from early in one of the key points for the coordination of rescue efforts, the airport. Without the leadership of the UN, and a Haitian State "failed" or, less Orwellian language, broken in a premeditated manner, there is no one to direct the rescue work efficiently. Certainly not the NGOs, who have been receiving international funds to perform many functions that should correspond to the Haitian government. The NGOs are not allowed to require the same responsibilities as a government, a fact perhaps convenient at this time.

Another element is the lack of haste in sending aid by the U.S., in contrast to the speed shown in the mobilization militar. Maybe they can not do better with the old ship, but there should be other ways to speed aid. For example, you could follow the suggestion somewhat heretical Lawrence Korb, former assistant secretary of Defense, to leverage the expertise of the Cubans in the rescue efforts: "We should stop and think that our neighbor Cuba has some of the best doctors in the world ... We should try to move them there on our flights "(3).

All this leaves the impression that, at best, the rescue not a priority for the U.S. government, unlike the purely military, such as sending "3500 soldiers from the 82nd Airborne Division at Fort Bragg, whose mission" is unclear, "the Christian Science Monitor (2) . But it may be clearer with this explanation of the spokesman of U.S. State Department Philip Crowley: "We are not Mastering Haiti. We are helping to stabilize the country. We are helping in providing relief material to save lives, and we will stay there long term to help rebuild Haiti. "(3) And also the later words of Secretary of State Hillary Clinton, assuring that U.S. forces would remain in Haiti today, tomorrow and the foreseeable future. "

diplomatic frictions with other countries, especially Brazil, which has command of UN troops in Haiti, they soon become apparent, suggesting also that the "mission" American in Haiti goes beyond the purely humanitarian. Even today, Brazil had diligently fulfilled the role that was designated in Haiti. His troops were engaged in controlling and sometimes terrorizing the Haitian people, especially the poorest, in a way that had perfected the favelas of Brazil. As reported in an interview the journalist Kim Ives, Haiti Liberté, the alleged mission of UN peacekeepers in Haiti, led by Brazilians, "is extremely frowned upon [by the Haitian people]. People are sick and tired they are spending millions on it, to see how the boys they spend walking around everywhere in huge tanks and pointing their guns. And, as you know, this is a force whose mission is to bring the country "(4).

U.S. is expected to come into conflict with Brazil if the intention of the first is to assume a military role in Haiti. The conflict soon to occur. In the words of UN Secretary General Ban Ki-moon, on Jan. 14, "would be quite desirable that all these forces were coordinated by the commander of MINUSTAH there" (3). But the U.S. did not accept this proposal. U.S. government officials have indicated that its forces "coordinate" their actions with the direction of MINUSTAH, and nothing more: "We will operate under U.S. command in support of a UN mission on behalf of the government and people Haitian, "says Crowley (3).

Like that "coordination" is running it can be deduced from the reaction of the Brazilian Defense Minister Nelson Jobim control criticizing the "unilateral" U.S. on the airport in Port-au-Prince, which he said was taken without that other countries were consulted, and would hinder the landing of the FAB (Brazilian Air Force) loaded and maintenance personnel (5 .) As the Brazilian newspaper Folha de São Paulo, this situation "has caused a small diplomatic problem between Brazil and the U.S.. In addition to hinder the landing of aircraft in the FAB, Brazilians complain that American control would have prevented the access of the MINUSTAH (Mission of UN peacekeepers in Haiti led by Brazil) to the local [the airport] " (5).

Despite later statements by Hillary Clinton to Jobim, stating that "U.S. forces will comply with essentially humanitarian, without interfering in the country's public security" (6), the fact is that these tasks "humanitarian" will be commanded "not by civilian agencies of the government ... but by the Pentagon through SOUTHCOM (Southern Command United States), whose mission is to" conduct military operations and promote security cooperation to achieve the strategic objectives of the States together ", as stated Michel Chossudovsky, Global Research, (7).

So a couple of days after the earthquake could read in an article entitled "criminal gangs will take control of Haitian chaos?" The following ominous words: "when darkness covered the city of Puerto Principe, ravaged by earthquake, residents reported that they heard shots. That was hardly a surprise: in Haiti, during emergencies - natural or political - can be as ubiquitous shots at night as the barking of dogs, armed bands taking over the streets " (8). The fact that nobody seems to have heard those shots not seen such gangs taking over the streets, may indicate that the intention here is to create a false image of chaos that makes it more acceptable to public opinion a possible invasion and occupation of the country.

Most of the media crush now with images of chaos and violence. But there are exceptions. Thus, explains the coordinator of the Canadian Haiti Action Network, Roger Annis, referring to a BBC report that shows nothing of the alleged violence, this "contrasts sharply with warnings of looting and violence that fills the airwaves news channel such as CNN, "and that "Are being played by U.S. Defense Secretary Robert Gates (9). Questioned by the media about why they were not releasing supplies from the air, Gates replied, "I think that air drops are just going to cause riots," it seems that Gates considered worse than the lack of supplies.

The most macabre of all this is that the aid may not be reaching the victims because of a deliberate intention to cause the same state of chaos and violence that seems not to exist so far. According to Roger Annis "is growing evidence about a monstrous negligence toward the Haitian people following the catastrophic quake 3 days ago. As vital medical supplies, food, chemicals for water purification and vehicles are piling up at the airport in Port au Prince, and the media are reporting a massive international effort to provide emergency assistance, the inhabitants of the devastated city wonder when they will see some kind of help "(9).

The BBC reporter says Andy Gallagher also walked through all parts of the capital during the Friday, January 15, and "not seen anything but courtesy of Haitians found. Everywhere was taken by the residents to see what had happened in their neighborhoods, their homes and their lives. And then ask: where are the grants? "(9) A statement of the U.S. defense secretary that the grounds of" security "would prevent the distribution of aid, Gallagher replied that" I'm not seeing anything like that "(9) . On the situation at the airport, reports that "there are a lot of material on the floor and many people there. I do not know what's wrong with the delivery "(9). Similarly, in the words of one local observer, "the agents of the media are looking for stories of desperate Haitians are acting hysterically. When in fact the most common is when they act in a calm, while the international community, the elite and the politicians are insane with that issue, and none seems to have the slightest idea what is happening "(9) Not only

no plans to carry Cuban doctors to the island, but the occupation of the airport was immediately after the arrival of 30 Cuban doctors to join the 300 already on the island for over a year. And many suspect that something might have to do with the occupation of the airport. Trinidad & Tobago Express, for example, reports that "an emergency aid mission Caribbean Community [CARICOM] to Haiti, including heads of government and technical officials stressed, could not get permission to land Friday at the airport in that devastated country, now under U.S. control. "Furthermore," inquired about whether the difficulties encountered by the mission of Caricom could be related to reports that U.S. authorities would not be eager to facilitate the landing of planes from Cuba and Venezuela, Prime Minister Golding [of Jamaica] said that 'only hope not there is no truth in such immature thinking, in light of the appalling extent of the tragedy of Haiti '... " (10).

The following testimony of the director of the Institute of Jacmel Ciné, David Belle, also refutes the image of chaos and violence spread by the media. "I am told that many American media paint Haiti as a powder keg ready to explode. I have said the main stories the mainstream media only talk about violence and chaos. Nothing is further from reality ... Not once have I witnessed one act of aggression or violence. On the contrary, we saw neighbors helping neighbors and friends helping friends and strangers. We've seen neighbors digging in the rubble with their bare hands to find survivors. We have seen traditional healers treating the wounded, we have seen collective solemn ceremonies to funerals, as residents waited patiently under the scorching sun, with nothing more than a few belongings that were left. A city mutilated two million people waiting for help, medicine, food and water. Most have not received anything. Haiti can be proud of its survivors. His dignity and decency in the face of this tragedy are themselves amazing. " (11)

All these factors justify the suspicion that is running a macabre strategy of chaos to justify an invasion and occupation that apparently have nothing to humanitarian.

MOBILIZATIONS IN DEFENSE OF SCIENCE IN SPAIN !

Research and innovation are crucial to the development and welfare of society, especially in times of crisis. At the moment it is showing that the alleged prosperity that was the brick was only bread for hungry yesterday and today, and the economy English continues to suffer from the crisis that have come out and several neighboring countries have opted for a more solid economic model.

In this context of crisis, after a decade of complacency, there was talk of the urgent need for a paradigm shift toward a sustainable economy, but note, alarm and dismay, that investment in research and development is the first "collateral damage" in state finances, even though only dedicated to Research & Development & Innovation (R + D + i) 1.35% of GDP 1 compared to 2% that the PSOE had set a target for the year 2010 2 or 3% which sets as its goal the Lisbon agenda and the Barcelona objective 345, which already is significantly below the current investment of our neighbors to the north of Europe 6.

The damage is not limited to central government and their budgets, because most of the Autonomous Communities also has cut funding for research or universities, in some cases a very high percentage. A group severely affected by this "snip" will be the applicants to enter a research career, and especially the scientists on temporary contracts, which will in many cases are not renewed, after all his years of work, during a process of continuous improvement training and largely funded by the state, which wasted your investment.

The scientist was completely marginalized sector of anti-crisis measures, when a Plan-E 7 devoted to research and scientific infrastructure could have met the same goals that actually performed and have been a qualitative leap in usable subsequent years, unlike many of the works that were funded by central government. Similarly, the increase in unemployment should have prompted a national program urgent research and technical training and retraining of workers from surplus , also had been an excellent time to promote R + D + i in the private sector, especially SMEs, the most affected by crisis. Opportunities to combine encouragement and advancement of science and technology abound.

So, instead of striving to obtain resources and develop measures to encourage R & D + i, it has been the main sufferer of the "austerity", which implies, necessarily, that can not be met many goals. Behind something as abstract as it may sound system I + D + i , hide things as concrete as climate change research, the discovery of new drugs, energy optimization and development of alternative energy sources, the fight against cancer, etc. The financial cuts will necessarily involve a delay in these and other investigations.

This threat cyclical, very troubling by itself, is compounded in large part because the English scientific system suffers from a number of structural ills that are endemic, that in the best case, are patched in a way deficient. Among these, we can say:

1. continuous change makers and bureaucratic management structures of research.

2. Lack of a fixed timetable calls for the various support programs for groups and research projects and bureaucratic delays in granting.

3. Absence of continuity and stability in the Human Resources programs, with continuous changes in the dates of the calls and repeated delays in the resolution.

4. Arbitrariness and lack of planning for systems selection, promotion and stabilization, which imply the absence of a HR policy, competitive and strong with a long term project.

5. cessation of the new Law on Science and legislative initiatives (EPDI 8, PL-A 9, PL-10 FJI) necessary for the regulation of the figures of the various races of the system scientist (manager, teacher, technical and research).

The scientific community has expressed its firm rejection of a situation that is unsustainable. We believe it is necessary to show our displeasure over this situation and it's time to go out and convey a clear message direct and forceful central government, the various regional governments and all of English society.

· We demand a clear and firm commitment by a company based on research and development as pillars of future by a State Pact for Science and Research. We demand a real commitment, written and long-term political parties, with the participation of different social actors involved and the Autonomous Communities in order to provide stability and projection to the English scientific system.

· demand a real increase (not based on refundable credits) of public resources and private sector R & D + i, so in the shortest time possible, match the European average in% of GDP and this figure is exceeded by no later than ten years, so that the English economy to become a solid and stable engine, at the height of the most developed powers. Also, we have to evaluate and revise, in accordance with the results or strategic policies, government subsidies to private sector R & D + i.

· demand the design of a research career planning based on sound stages and in the professionalization worthy of the different branches of the science system, and is accompanied by a human resources policy that encourages rigorous and consistent stabilization of the researchers who have passed the appropriate assessments and the promotion of properly tested and certified personal.

For all this, the various associations, societies, unions, the undersigned groups and researchers believe it is time that the entire scientific community (administrators, teachers, technicians and scientists) and the general public to join in a major mobilization to launch a strong message to state government and regional governments: it is necessary that all together we concentrate clearly and strongly in science and innovation in this country.

food voucher is required

Interview Eduardo Zegarra, published in El Comercio , January 16, 2010
Grade economist reveals how vulnerable our population face of rising food prices

By: Ramon Ortiz Marienella

If in one year we grew 10%, as happened in 2008 - the number of people with hunger-read caloric deficit-increased by 1.2 million people is a fact that should call for deep reflection. This wake-up call is made by the Grade economist Eduardo Zegarra, who along with Jorge Tuesta was commissioned by the FAO to determine the impact of price shock food that was experienced between 2007 and 2008. For poor Peruvians Zegarra and not so poor are defenseless against external shocks in food prices, and that requires urgent solutions, even more so when a similar shock could be repeated this year, albeit on a smaller scale.

What is the main conclusion of the report?
That Peru lacks a food security policy, which was well reflected in the price shock of 2008. The study focused on measuring the caloric deficit using INEI indicator that assesses whether a family is eating the food needed per day, if he fails, has a deficit, and is a way of saying he is hungry.

And what was the outcome?
caloric deficit in Peru rose 28% to 31.6% between 2007 and 2008. Of a total of 8 million people rose to 9.2 million. It is a very significant increase in a year that Peru's economy grew 10% and poverty fell by 4%.

is paradoxical.
And makes us think that we should not see only the poverty figure calculated on the basis of a theoretical cost of families. Should be a habit to other indicators, such as caloric deficit, child malnutrition and access to programs social. In addition, we saw nothing paradoxical was the fall of people's access to social programs in full price shocks.

Why?
social programs had the same budget, but food rose. That's where we observed poor responsiveness of the state.

Was not a good alternative to knocking on doors of houses to leave food?
That was basically a show. Should have a restructuring of the food programs, giving them more resources. In Peru only 50% of the calorie deficit population has access to a food program, ie 9.2 million solo 4,5 millones o 4,6 millones acceden a algún programa social.

Mucho de esos buenos indicadores tienen que ver con mejores programas de salud y de atención a las madres, pues un niño does not grow well because it has many diarrhea. Not that they've improved the food programs. This government has not given higher priority to food. I always repeat that Lula (Brazil) has 80% acceptance in large part by the success of the Zero Hunger program, which guarantees every Brazilian three meals a day.

Zero Hunger How to replicate?
I think every country has to look at your model. The creation of the Food Security Council seems to me central. We should also be called a bonus for food, without much bureaucracy and logistics. With the updated figures to 2009, at least it would give a bonus of $ 88 to each resident annually.

"This would give a check to the resident?
would not be a free availability check, is a bond for redemption of certain foods. If we focus on the poorest, the program would total $ 570 million a year. Is

would have to restructure all social programs?
need to be articulate or complementarity. The programs must be focused on sectors that can not afford food. There is some idea that the nutritional issue is only for children and the elderly.

The controversy would be if people got used to support and not being required at all.
is a problems. In fact, such programs must have mechanisms for input and output. Also, do not think there is a valid argument to deny support to a population severely affected by food shortages. The same is an ethical dilemma and moral spend billions on weapons and not U.S. $ 600 million for people to have the basics.

And in 2009 things did not change much?
Some foods that did not rise much in 2008 saw increases in 2009. For example, bananas, fresh vegetables and chicken. In the end, inflation in 2009 that I have food and beverages is 4.3%.

Is that diffuses the INEI figure? What
happens is that the calculation based on the index throughout the year and compared to the average of 2008. The INEI monthly calculation does, then do not say much. What we see is that food inflation is much higher than overall inflation in 2009.

What is the reason for the increase in 2009?
There are chains in which companies have more pricing power. There is capacity in sugar pricing, as it remains highly protected (price band). That gives them an edge.

The government said there was speculation in 2008.
That was a mistake. Without more evidence began to say that there was speculation among retailers when he was an international issue. The flagship product was the oil that rose 40% in prices.

Is this increase justified?
We find that no, it rose much more than they should. We can say that Alicorp, which has major presence in the market when the international price rose, raised its prices, but when it fell, it was not in the same proportion. Then they had to adjust the price.

is speculated that the world would have an inflation problem this year, and that could drag back to food.
What happened in 2007 and 2008 could recur, as they continue latent factors that gave rise to: the increased demand for food in China and India and increased production of biofuels in the U.S. (Based on corn). No rule to have another price shock, perhaps not as strong but still affect the Peruvians. So it is remarkable that the MEF is already thinking about creating a food security program. Ideally, they should launch faster.

base calories: rice

The study determined that rice is the base support of Peruvian families.
In Peru, 20% of calories from rice. In the Sierra is 10% because it is the potato. In the jungle (rice) also is widely consumed, although the banana plays an important role. Of the three, rice is more competitive, because they pay less for the amount of calories, consume less energy in its production and is not perishable. Therefore, the penetration of rice is massive.

Is increased price of rice in 2008 had an impact on the diet? Fortunately we
efficient producers of rice. If we do not use much water, we would be better.

In proteins, the chicken is the star.
On the coast, mostly. In the mountains is the lamb and in the forest, fish.

What about the fish in the sea? We
a very low per capita consumption despite having a vast coastline. There is a question of habit, we like to eat fish more expensive. Furthermore, we do not like eating anything frozen, and that is a major constraint to increasing consumption of meat. That limits the industrial food chain.

The dictatorship of the bankers

Luis Also

"The real political power is exercised worldwide by a small group of unscrupulous individuals who are in the U.S., a country ruled by leaders of secret societies, which matches that are the owners of the six major banks. This small group leader is the brain that dominates the world. "
Louis de Brouwer, consultant to the UN-UNESCO.

occasion In the expressions of the general strike on March 19 in France, the header banner read: "The people before the bankers." U.S. The popular anger has been unleashed to the point that leaders are advised to banks and AIG do not take to the streets with nothing to identify them. In England also has broken out hunting banker Fred Goodwin, chief executive of Royal Bank of Scotland, is in hiding after receiving threats. The people, impoverished and angry, begins to identify the enemy. Citizens attending
amazed at the spectacle of rulers who fleece the public coffers to save a bank that does not respond to them, or anyone, about where the money they receive, some leaders who seem helpless or resigned to it. The reason for this paralysis-submission is because the vast majority are put there for her, that co-opts or financing their election campaigns (Sarkozy and Gordon Brown are protected Rostchild banking, and Obama is virtually kidnapped by Wall Street) and the few remaining are closely "monitored." Governments are, therefore, the respondents to the bank and not the reverse. Moreover, central banks, supposedly independent, are actually tentacles banker clan to consolidate its global power, and not accountable to anyone or are elected democratically (Mexican analyst Alfredo Jalife Rhame referred to as "the dictatorship centralbanquista ").
not exist in the constitutions and electoral programs of the countries with market economy is no law or principle that says any private company can break than large banks, because, having done what they did, "are too important to let them fall. " A similar statement would be an arbitrary and a violation the rules of the market economy, unless it is considered to banks rescued as GSEs under control, therefore, the State, but in neoliberalism the nationalization of the banking system is in principle excluded. And yet-undeclared motto-"the first bank" has been a golden rule behind the behavior of all Western governments, which shamelessly looted public funds (should not be prosecuted for embezzling?) As if the bailout of private banks constituted a priority over any other economic or social problem. The reluctance to save General Motors, the flagship company of U.S. industry contrast with the immediate and unconditional aid received by Citibank, a perfect example of Banstead (bank gangster). This wicked saving money perpetrators with victims, leaving them in utter helplessness, is unprecedented in the history of modern democracies and reveals that the neoliberal governments are mere instruments of a hitherto camouflaged dictatorship Bankers (capitalized, to refer to the big banks, as the little girl is being absorbed by it).
affordable bank credit is critical to the functioning of the capitalist productive economy. His sudden and prolonged court and the failure of governments, is leaving thousands small and medium streams and millions of unemployed. When, after a long recovery, the Bank of England expected a decade of bank rip-flowing again will be gone most of those in need and economic and social damage will be substantial and irreversible. The recent meeting of the G20, led by those who created the crisis (the fox in the care of the chickens!) Is autoarroga the representation of the planet, keeps the principle of "prime bank" among other measures, pre-makeup revive the system and further impoverish the people. In the words of Lyndon Larouche, recipes G20 "will kill the patient." All this justifies the qualifier Juan Torres López a "crime against humanity" when applied to this policy. A little history
quote that heads this article corresponds to statements made more than a decade. However, despite the fall of Lheman Brothers (more like a strategic "controlled demolition") and the absorption of Merrill Lynch, has not lost: the clan of the big banks is still basically the same, and the sinister sect Bildelberg headed by them, mark it as "the world's shadow government." Recently, Daniel Kaufman, and Simon Johnson, former World Bank economists Fund International Monetary respectively, denounced a "coup" of U.S. banks, which in the last decade corrupted politicians to avoid any regulation or monitoring of their performance, fostering the emergence of speculative bubbles. But the history of this "coup" come from much further back.
Not since the birth of the Fed (U.S. Federal Reserve) in 1913, an association of private banks getting assume significant monopoly powers of the state. Earlier in the nineteenth century, the European family of Rostchild had landed in the U.S. to partner with John Rockefeller I and form a powerful lobby big bankers and industrialists in the country. In the early twentieth century the clan had already settled there several branches of what they called Federal Reserve Banks (known as the FED), an association of private banks such pressure capability in that year of President Woodrow Wilson got the authorization to issue exclusive paper money guaranteed by the government and manage interest rates. It is said that a president who tried to reverse this unusual situation died in the attempt. When, after World War II the U.S. dollar replaced gold and currency-pattern becomes the economic and financial power of this group of private bankers expands internationally. This power is multiplied to become the top global capitalist power when, after the crisis of the seventies, the economy and liberalizing financieriza (Washington consensus) and financial capital going to dominate all the productive economy.
As mentioned in another work, everything just becoming economic power into political power. In close alliance with the powerful military-industrial complex, the Fed, in effect, has finished checking the internal and external policies of the world's greatest power: the United States. Already predicted in the nineteenth century, with prophetic insight, one of the American founding fathers, Thomas Jefferson, when the Given the machinations of bankers, warned: "I believe that banking institutions are more dangerous to our liberties than entire armies ready for combat. If the American people ever allow private banks to control their currency, banks and all institutions that flourish around them will deprive the people of every possession, first by inflation, then by the recession, until the day that their children will wake up homeless and homeless on the land their fathers conquered. " In these are: millions of Americans sleep in tents or cars on the outskirts of major cities.
To disarm the anti dictaduraComo if a Robin Hood is involved, the G20 looks, with her recipes, to perpetuate the criminal sucking wealth from the bottom up, ie, robbing the poor to help the rich. That we would eventually doomed, as some analysts warn, a neo-feudal situation, all rights and all economic power concentrated in a few subject to servitude to the vast majority of humanity. Believe they can drown their predictable rebellion sophisticated techniques of social control and eliminating much of it with a "controlled chaos." Before these new feudal lords who, like the Middle Ages, are also "warlords" - carry out their criminal purposes and consolidate his dictatorship, we must tear down the pillars on which assured his power. These pillars are five: the eradication of public banks, the network of pseudo-independent central banks, tax havens, the pattern-dollar and ultimately, military power.
Let's start with the most problematic: tax havens were the subject of a formal condemnation at the last meeting of the G20, but in practice, will work in the center of financial power, the United States and England. However, awareness of their criminal character is sweeping the world, if we persist in its complaint, it will become more difficult to continue trading with them. As the dollar, through a profound crisis (China, alarmed, called substitute "special drawing rights" of the IMF in the G20) and, ultimately, their role is untenable for lack of backup and the proliferation of regional currencies or other means of exchange. Some analysts, such as that cited Jalife Rhame-think the bank "Anglo-Israel would unleash a third world war if he saw the hegemony of the dollar directly threatened. However, this would be inevitable with the mindset of these bankers dehumanized-warriors. As Danielle says Bleitrach, commenting on a work of Rémy Herrera in the magazine Afrique-Asie, "the economic and military crisis are closely related: the war aggravated the imbalances of the U.S. economy high finance are trying to compensate by means of plunder and perpetual war .. ". More
viable, immediately, would be an offense against the other two pillars, starting with the claim of a public bank non-profit, democratically controlled. As mentioned earlier, the sense of responsibility of the private banks about the grave crisis we suffer is extended by all Western countries. The outrage is not confined to the lower classes, but extends to small and medium businesses, direct victims of cut credit. While, predictably, the leaders presented a resistance numantina lackeys could not keep for long, because, as you continue the hardship, social pressure will spill over: it is simply to demand that our tax money comes in our help and not that of the hated banking. It is, as Michel Husson says, to claim credit as a public service. The achievement of this goal-for to be deployed and combine all forms of citizen mobilization "would be a torpedo in the water line of the dictatorship of the bankers. Facilitate also the offensive against central banks 'independent' with which a nationalized banking system would become inconsistent, and then against tax havens and military spending. In the EU this mobilization should be done on two fronts, national, European, after trying to coordinate with the U.S., where public anger is even greater.
recently said the former congressman and former presidential candidate Ron Paul, one of the few American politicians has called for the closure of the Fed, saying it is a secret organization unconstitutional: "We come not a Hitler-style fascism, but to another smoother appearance, manifested in the gradual loss of civil liberties, in which corporations run it all ... and the government is in the same bed with the big money. " Failed to refer to a similarity with Hitler, with a blind confidence in his sinister "hidden agenda", this neo-fascism also dreams of an empire that lasts a thousand years. But as that, and like all empires, we will, if not disarmed, to a stage of barbarism and destruction.

"awaken the world to Haiti?

Wake up the world with Haiti?

The shameful history of poverty is always associated with the misery in Haiti is repeated, with the terrible earthquake that struck the capital Port-au-Prince and images of death and destruction travel the world. Is it time for the awakening of the conscience? Haiti is the "naked" inequalities of this world, the unbearable division between rich and poor.

Haiti: the new excuse to extend the UN military intervention

Carlinflas

Rebellion Just when the UN was to begin the redeployment of troops deployed in Haiti, after 6 years (the mission of the peacekeepers began in 2004 and ended in 2010), there was the earthquake that extend and increase the military presence of the UN in the U.S. while the "lucrative" reconstruction of the coincidence?

Whoever dares to observe and analyze these days the information issued by the means of mass manipulation of capitalism, you will find, after a cynical expressions of concern by the disaster in Haiti, one solution to the problem: more intervention military. Today for example (just one day later), the news of Antena 3 TV, after ten minutes of information about the earthquake, the public asked a question "Do you think necessary to send troops to Haiti to prevent looting? ", a question that (in a disgusting exercise in manipulation) was quick to respond with the supposed results that same question had been obtained on its website, presenting 85% for of sending troops and 15% against.

The solution to the terrible earthquake in Haiti today offer us the means of capitalist mass media is not new, after the terrible tsunami that struck Indonesia in 2004, the proposed solution was the same: more military intervention, a solution that was a new re-colonization of the area, by the Empire.

Solutions proposed by the Empire to such disasters make us suspicious, especially considering that the UN itself has defined in its day as "Environmental Modification Techniques" in the Convention on the Prohibition of environmental modification techniques for military use or otherwise, held in Geneva on May 18, 1977. According to the UN it would be any technique for changing - through the deliberate manipulation of natural processes - the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space.

The Eco News web site, we also find an interesting definition of "Environmental Modification Techniques" or "War on the Environment" is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and / or seismic events (earthquakes) to cause intentional physical destruction, economic, psycho-social an intended target geophysical or population, as part of a strategic or tactical war. "

The "Environmental Modification Techniques" is not new, there are declassified documents that show altering the climate for military purposes, such as "Operation Popeye", developed by the United States between 1967 and 1972 in Vietnam, to extend the monsoon season in order to make impracticable the Vietcong's supply route, or "Project Seal", developed between 1944 and 1945 in New Zealand, which was intended to artificially generate tsunamis.

Unfortunately, the desire to control the environment and their use for military or economic is not the past, one example is the HAARP Project, "about which he expressed his concern about the European Parliament in January 1999: "Considers HAARP. [The high Frequency Active Auroral Research Program in Alaska] ... under its broad scope and impact on the environment as a global concern and calls for its legal implications, ecological and ethical review by an independent international organization or agency ... [the Committee] regrets the repeated refusal of Administration of the United States ... to testify at the public hearing ... on environmental and public risks [of] the HAARP program. "(European Parliament Committee on Foreign Affairs, Security and Defence Policy, Brussels, doc. No. A4-0005/99, January 14, 1999).

More revealing is a recently declassified document U.S. Armed Forces, drafted in the middle of the Cold War: "[The weather modification] provides the war fighter a wide range of possible options to defeat or coerce an adversary ... Weather modification will become part of the security nationally and internationally and could be done unilaterally ... It could have offensive and defensive applications and even be used for purposes of deterrence. The ability to generate precipitation, fog and storms on earth or to modify space weather ... and production of artificial weather all part of an integrated set of [military] technologies. " (Paper U.S. Air Force AF 2025 Final Report)

Haiti is the poorest country in the Western Hemisphere, around 75% of its population live on less than 2 dollars a day. More brutal centuries of colonialism and foreign interference in its internal affairs, by the major capitalist powers are undoubtedly responsible for this.

Since 2004, after a coup backed by foreign powers, the UN maintains military forces (MINUSTAH) in Haiti to ensure the operation and control of a country whose only outlet is the Rebellion, the Empire knows something , so that the terrible earthquake that has just ravage the capital, Port au Prince, I will come like a charm to reinforce its military presence and to deter the natives of their desire for independence, especially considering that the MINUSTAH (United Nations Mission for the Stabilization of Haiti) ending in October 2010 and in view of this, the UN planned to start soon a phased withdrawal of its troops, which, unfortunately for the Haitian people but fortunately for the Empire, and will not happen.

Bono food is an option to fight hunger in the country

Interview Eduardo Zegarra, Researcher at GRADE RPP, Wednesday, January 13, 2010.

The implementation of a bonus food is a good option for addressing the calorie deficit that attacks more than nine million people in the country, said Eduardo Zegarra, a researcher at Group Analysis for Development Extension RPP News.

The specialist noted that the revised figures are alarming because in 2008, the year in which there was an increase of almost 10 percent and a fall in poverty by almost 4 percentage points, increased by 300 000 families suffering from caloric deficit.

"2008 was a year where he felt very strongly the price shock, but in 2009, but did not rise to such an extent, not down," he said.

also mentioned in the topic of food "markets are those who have to work ', however, there are problems in some food chains.

"We have a fairly high dependence on imports some products, like oil, wheat and dairy products. The chicken is not a bad food, reasonably priced for the amount of protein offered is competitive, however the poultry industry has been showing some form unstable behavior in recent months and that worries people, "he said.

To combat food shortages in the population, Zegarra, showed the need for better policy on the issue of food that promotes a balanced diet geared to domestic consumption.

"It's important to start thinking about a bonus food, as having the U.S. or Brazil, this country has launched an important program of 'zero hunger', whose goal is very simple, lacking any Brazilian three meals a day from all walks of life, "he said.

also found that must be a system in the institutional system because there is no clear authority responsible for the issue of food in the country.

Our personal assessment is that they are blinded in that there has been a budget increase, when, following the latest amendments, cut rose from 15 to 9% . Obviously they are playing with financial expenses, money that we consider fictional and does not contribute the advancement of science but to finance the upgrading of computers and other businesses.

The content of the response itself is in the line of all press releases, so nothing new.

The employment crisis has not passed

Interview with Miguel Jaramillo , published in El Comercio , Wednesday January 6, 2010
is
Miguel Jaramillo Guru or prophet, but his experience in labor economics and social policy allows you to speak with authority on what happens in the labor market and what we might expect this year.

By: Azucena Leon Torres

2009 is expected to regulate labor wrong ...
labor market performance in 2009 was not bad. Looking at the information obtained from the monthly survey of employment change (the third quarter) we see that in cumulative terms this indicator, despite the crisis, has shown some growth. It is true that there have been disparate behaviors, such as mining and construction, which results were negative. However, overall, the figures have been positive.

But if you take the figures for the third quarter and part of the room (or where figures are slightly negative or zero growth), we see that the crisis is only beginning to be reflected in employment.
The figures show that the slowdown in employment was lagging behind that of the productive sector. And lay off workers is not easy. Not only because much money is invested in specific training, but also because the selection processes are often costly. When employers see that the fall in production and sales is not temporary, then just start firing people, which is what happened to the textile and clothing sector.

Labour Minister said the layoffs stopped and the 150,000 workers who were affected by the crisis and were reabsorbed by the market. Is the worst is over for the job?
It seems premature to make that claim, because in both behind the continued production, employment will remain the same pattern. Only when the production has hit bottom and begin to recover steadily, employment will rise, but one or two quarters later.

Does employment recovery will quickly or anemic?
is true that the strength of our domestic market helped prevent employment fell brutally or that unemployment shot up (as in other markets), but we are not an island. Employment in the other urban areas fell more than in Lima and that is a sign that the crisis can also affect us. For now, I see a sustained recovery, only a stabilization of the figures and it is likely that this trend will continue in the coming months, as there are sectors such as manufacturing that are still showing unstable behavior.

How long will it take to re-register these pre-crisis growth figures?
It least two quarters. Maybe for the second half of 2010 we start to see a positive trend for the effect is expected to have the construction sector. Why

each point of GDP growth of employment is growing much? It was said that for every two was half a point ...
That depends on the composition of growth. To the extent that is linked to investment, this generates more jobs. I think the ratio is for every two points of GDP expands employment by approximately 1.7%. In the U.S.

Analysts asked President Barack Obama enact further measures to expedite the recovery of employment. Does the government of García did enough to compensate those who were affected by the crisis and could do more?
The main factor that made the Peruvian labor market did not suffer as much as in other countries was the same market dynamics, because when a Peruvian is fired immediately manages to generate a subsistence activity. Although I believe that job training programs promoted by the Ministry of Labour (type Building Peru) can help a lot more in terms of relocating employees.

Revalora Peru "did not seem a good alternative?
The problem is that you can not launch new programs in a context of crisis and claim to have rapid effects. Revalora Peru began to think about when the crisis was already installed. Run a public budget and hire companies for training is something that takes time.

But was it a success or not?
My impression is that its impact was very limited. A very clear lesson is that if you do not have institutional mechanisms to respond quickly to the crisis, the government's role will be limited. If you really want to do something you have to start thinking about the next crisis (no longer in it) and actually have programs that can grow in adverse circumstances, such as Building Peru, which are basically temporary employment programs (focused) aimed at people with low employability (70% women). With some adjustments to this program can be helpful in the future.

And the state purchasing program Myperú?
Well, it certainly is an interesting initiative because it encourages the production of micro and small enterprises, and with it employment. But look more closely what is their real impact.

A study by the Institute of Development Research (from France) showed that in 2009 people working in informal enterprises reached almost 6 million. Are the changes to the law Mype had an impact?
Very little. Basically because there was a consistent effort in promoting its implementation.

What was missing?, Where many ministers and announced measures to mypes took as its theme the flag ...
Everything. Never implemented anything. The law raises good things, but there were too many ministerial changes and transfers of the item (the job went to production sector). The issue never took off.

"The minimum wage work to formalize? The Mintra tune a proposal to establish a wage differential by sector and company size, "this is the best way out?
In an economy as diverse as Peru has no meaning that the minimum wage is the same in Lima and Huancavelica. There are regions where the average wage is below the minimum wage, that is something that has neither head nor tail. If you have different policies in this regard, it is the best solution, it is, no doubt.
