MOBILIZATIONS IN DEFENSE OF SCIENCE IN SPAIN !
Research and innovation are crucial to the development and welfare of society, especially in times of crisis. At the moment it is showing that the alleged prosperity that was the brick was only bread for hungry yesterday and today, and the economy English continues to suffer from the crisis that have come out and several neighboring countries have opted for a more solid economic model.
In this context of crisis, after a decade of complacency, there was talk of the urgent need for a paradigm shift toward a sustainable economy, but note, alarm and dismay, that investment in research and development is the first "collateral damage" in state finances, even though only dedicated to Research & Development & Innovation (R + D + i) 1.35% of GDP 1 compared to 2% that the PSOE had set a target for the year 2010 2 or 3% which sets as its goal the Lisbon agenda and the Barcelona objective 345, which already is significantly below the current investment of our neighbors to the north of Europe 6.
The damage is not limited to central government and their budgets, because most of the Autonomous Communities also has cut funding for research or universities, in some cases a very high percentage. A group severely affected by this "snip" will be the applicants to enter a research career, and especially the scientists on temporary contracts, which will in many cases are not renewed, after all his years of work, during a process of continuous improvement training and largely funded by the state, which wasted your investment.
The scientist was completely marginalized sector of anti-crisis measures, when a Plan-E 7 devoted to research and scientific infrastructure could have met the same goals that actually performed and have been a qualitative leap in usable subsequent years, unlike many of the works that were funded by central government. 4. Arbitrariness and lack of planning for systems selection, promotion and stabilization, which imply the absence of a HR policy, competitive and strong with a long term project.
5. cessation of the new Law on Science and legislative initiatives (EPDI 8, PL-A 9, PL-10 FJI) necessary for the regulation of the figures of the various races of the system scientist (manager, teacher, technical and research).
The scientific community has expressed its firm rejection of a situation that is unsustainable. We believe it is necessary to show our displeasure over this situation and it's time to go out and convey a clear message direct and forceful central government, the various regional governments and all of English society.
· We demand a clear and firm commitment by a company based on research and development as pillars of future by a State Pact for Science and Research. We demand a real commitment, written and long-term political parties, with the participation of different social actors involved and the Autonomous Communities in order to provide stability and projection to the English scientific system.
· demand a real increase (not based on refundable credits) of public resources and private sector R & D + i, so in the shortest time possible, match the European average in% of GDP and this figure is exceeded by no later than ten years, so that the English economy to become a solid and stable engine, at the height of the most developed powers. Also, we have to evaluate and revise, in accordance with the results or strategic policies, government subsidies to private sector R & D + i.
· demand the design of a research career planning based on sound stages and in the professionalization worthy of the different branches of the science system, and is accompanied by a human resources policy that encourages rigorous and consistent stabilization of the researchers who have passed the appropriate assessments and the promotion of properly tested and certified personal.
For all this, the various associations, societies, unions, the undersigned groups and researchers believe it is time that the entire scientific community (administrators, teachers, technicians and scientists) and the general public to join in a major mobilization to launch a strong message to state government and regional governments: it is necessary that all together we concentrate clearly and strongly in science and innovation in this country.
